Looking for something

There were people who had pulled over their cars and were looking over the edge of the roadway. It looked down onto another highway but I couldn't see what they were looking at.

As I was walking away from that there was another group of people who were stopped. They were looking at a tiny talking teddy bear. I was walking by and almost stepped on him. He was very tiny and talking but I didn't have time to stop.
