intersection emergency

I was approaching an intersection with traffic lights. When I got there the traffic lights changed to that they were green in both directions. I was worried that this would cause chaos as everyone would think they had the right of way. I was going to call emergency services on my phone but my mother said something about Rory (or someone) knowing about it and they would deal with it. In the meantime my mother climbed up on the traffic lights to set them to the warning signals instead of being green.
